ABSTRACT
Disagreement over principles for the inclusion of developing countries in future global greenhouse gas caps remains an obstacle to ratification and implementation Kyoto Protocol. [ Baer et al. ][1] argue that a transition from allocations based on past emissions (with grandfather clause), such as Protocol, embodies industrialized nations, new regime equal per capita rights, is necessary fair solution can lead effective reduction regime.
