ABSTRACT
In this paper, we developed a model to assess the government’s disaster response during COVID-19 pandemic, exploring variations across jurisdictions dominated by different political identities in United States. The defines an individual’s payoff as positive function of his/her income and response. individual is more prone wear mask if government responsive there can be lower loss for pandemic when he/she has higher compliance order face mask. Utilizing model, derive positively correlated with impact deaths on masking behavior negatively change death toll relative income. This allows us evaluate unobserved explicitly using regression results. We compare results highlight resilient Democratic states, translating into superior health system performance compared their Republican counterparts. These findings emphasize crucial role policies designed strengthen response, especially addressing collective action problems such those posed climate crises.
