ABSTRACT
This longitudinal study analyzes the impact of one most ambitious employment and training programs in nation, California's Greater Avenue for Independence (GAIN), on welfare terminations. The isolates effects GAIN from other by controlling AFDC program characteristics labor market conditions. findings suggest that, all else constant, increased terminations a modest fashion. paper discusses difficulties future welfare-to-work are likely to have substantially increasing even with stringent mandatory work requirements.
