Disasters affect close to 400 million people each year. Complex Emergencies (CE) are a category of disaster that affects nearly half the and often last for several years. To support affected by CE, humanitarian assistance is provided with aim saving lives alleviating suffering. It widely agreed funding this should be needs-based. However, date, there no model or set indicators quantify compare needs from one CE another.
