ABSTRACT
Decentralization in natural resource management (NRM) is increasingly promoted as it believed to offer better management.This study explores the positive and negative aspects of forestry confl ict that sometimes increases with decentralization.Drawing upon results a case from Sumatra, this examines how under decentralization processes was viewed by stakeholders.The involved logging company local community, centered on disputed forest boundary.The community accused within boundaries its communal forest.In contrast, argued state legally protected because held legitimate permit issued government.It obvious revolved around property rights claims.While often purely phenomenon shows has both sides.Stakeholders had perceptions issue.Confl seen accelerate deforestation, sour relationships generate high social risk.On other hand, stakeholders suggested also created opportunities participate management, allow negotiation stimulate learning.To address decentralization, claims (de facto vs. de jure) need be addressed reconciled through so can fostered ones avoided.Additionally, needs prepared implemented care.Strong legal frameworks, clear implementation guidelines capacity building for are important elements contribute effectiveness decentralization.
