ABSTRACT
Current studies on risk communication often rely either top-down or bottom-up approaches, with a notable lack of integration between these processes. This article explores this disconnect, presents public action framework specifically tailored to integrate and analysis flood communication, apply it examine memories identify types in vulnerable communities. These provide crucial insights into community experiences interpretations enhancing strategies for future events. The study employs qualitative including interviews content analysis.
