A philosophical evaluation of the internationalization of higher education: A case study on the public universities in Vietnam

ABSTRACT
The internationalization of higher education is a common development trend universities in the world.For Vietnam, globalization education, most important which an essential and vital issue country's strategy.However, at same time, international context also posing many challenges for Vietnam when it comes to competitiveness highlyqualified workers relation other countries region, existing skill gap good post-graduates, brain drain phenomenon, etc.Besides analyzing current trends their corresponding philosophical underpinning, this article focuses on ways coping with these challenges.In addition guidelines policies state primarily concerning public (which account over 70% Vietnam), our study critically evaluates following four groups solutions: (1) improvement university governance enhancement autonomy; (2) strengthening joint training programs quality assurance, while regularly updating renovating line general regional world trends; (3) enhancing learners' exchange; (4) cooperation scientific research publications.
