ABSTRACT
In 1978, the Declaration of Alma-Ata at International Conference on Primary Health Care launched primary health care as a route to better for all. The ambition was bold. responded world characterized by vast and largely avoidable differences in status populations, mapped out strategy reducing these gaps through fundamental changes way systems were organized delivered. As argued, enlightened policy that made fair access an explicit objective could raise level within enabling people lead socially economically productive lives, thus driving overall development.
