ABSTRACT
As a consequence of suburbanization and technological progress light pollution represents an increasingly significant environmental problem, which has numerous negative impacts both on human health the wild life, together with huge energy consumption.Nevertheless, these facts are still not sufficiently recognized in global climate change studies, as well sustainable development policies.Today, only dozen countries world have special laws protection pollution.Moreover, European Union there no obligatory rules related to limit values emissions aim protect environment from their harmful effects.Although Serbia made some efforts install energy-saving public lighting through public-private partnerships, been taken any initial steps terms adoption legal regulation according jet.Therefore, it is necessary prepare comprehensive study that all key basis for law problems.At same time, we should also take advantages private actions against immissions, taking into account nowadays property rights individual interests provides environment.
