ABSTRACT
Background China has continuously issued policies to speed up the interconnection, mutual recognition, sharing of medical information systems, and data integration management across regions institutions. However, vertical electronic health records (EHRs) within consortium is hampered by “poor mechanism insufficient motivation” phenomenon “free riding” among participating institutions, which makes less effective. Objective We hope clarify game stakeholders in EHRs, put forward targeted policy suggestions for improvement. Methods constructed “government-hospital-patient” tripartite evolutionary model based on detailed analysis research problems their assumptions. then simulated strategies outcomes each participant using system dynamics approach reveal long-term strategy evolution core participants EHRs consortium, as well influencing factors action mechanisms party’s provide references improving relevant policies. Results The could eventually reach an optimal equilibrium, but areas where government was required be a dominant position, patient supervision necessary have positive role, while reasonable reward punishment can promote active participation hospitals. Conclusions effective way achieve goal build multiagent coordination under guidance government.
