ABSTRACT
Scilab is an open-source, cross-platform computational environment software available for academic and research purposes as a free of charge alternative to the matured copyrighted such MATLAB. One important library image processing toolbox dedicated solely video processing. There are three major toolboxes this purpose: (SIP), (SIVP) recently design (IPD). The target discussion in paper SIVP due its vast use out there capability handle streaming file well (note that IPD also supports processing). Highlight on difference between will be discussed. From testing, it found term looping test, Octave FreeMat faster than Scilab. However, when converting RGB grayscale image, outperform FreeMat.
