ABSTRACT
Poverty in Papua Province 2018 has increased from the previous year. The poverty rate March reached 27,74%. This study aims to analyze factors that influence it so can be handled properly. research method used this is Structural Equation Modeling (SEM) with Partial Least Squares (PLS) approach. variables consisted of 4 latent (Poverty, Economy, Human Resources (HR), and Health) 16 indicators (manifest variables). Based on analysis been done, found economic health have a negative significant effect path coefficients -0,421 -0,270, respectively. variable positive HR coefficient 0,496. Meanwhile, economy 0,801. It concluded there are two Province, including health.
