The existence of the air base often intersects with airport. This condition needs to be understood because it is known that Indonesian Air Force not only used for defense but also civil or commercial aviation, namely Civil Inclave Airport as happened at Halim Perdanakusuma. Perdanakusuma Base and which are in one room certainly an easy matter, moreover has runway together where each its own orientation, a concern building bases while airport oriented towards flights. Conditions getting more difficult increasingly complex dynamics threats so constructive efforts needed form anticipating military aviation safety. research method qualitative phenomenological design. data obtained from specified informants were then analyzed using techniques. From this study was concluded 1) implementation AFB had been carried out optimally, 2) flight operations safety referring existing provisions, 3) synergy between have implemented properly.Keywords: synergy, defense, operations, threats,
