ABSTRACT
Introduction With the acceleration of urbanization, public health issues have become increasingly prominent in smart city construction, especially face sudden crises. A deep research method for management based on a 4M perspective (human, machine, materials, methods) is proposed to effectively address these challenges. Methods: The involves studying impact human factors such as population age, gender, and occupation from perspective. It incorporates machine by constructing prediction model using neural networks. Additionally, it analyzes resource allocation process optimization materials methods perspectives. Results experiments demonstrate that networks achieved accuracy 98.6% recall rate 97.5% test dataset. In terms optimization, reasonable adjustments optimizations increased coverage services 20% decreased response time events 30%. Discussion This has significant benefits addressing challenges cities. can improve efficiency effectiveness services, helping cities respond more quickly accurately potential large-scale future. approach holds important theoretical practical significance.
