ABSTRACT
Accidents in port areas are generally relatively minor given the lower prevailing speeds, but dangerous cargo terminals located vicinity of populated present some risk accidents with catastrophic consequences. The maritime assessment frameworks have been developed many ports, few include studies incorporating collisions between sailing and moored ships. This paper presents framework for such accidents. Moreover, it important role harbour regulations navigation management process within area. Today’s created mostly based on good practice pilots other experts, whereas quantitative methods used less frequently. intention presented case study was to demonstrate how may be policy development, which is why method general any terminal cargo. multi-stage consists several steps that make up a complex methodology, consisting expert study, real-time simulation—a simulation collision presented—and analytical-empirical calculations consequence assessment. two real accidents, one Police along Świnoujście-Szczecin waterway, second Port Koper Slovenia. results this parameters ship’s safe approach area, as velocity approaching angle.
