ABSTRACT
Offshore outsourcing has been considered a low cost production site. There is rare studies that addressed the offshore strategy as growth where offshoring focal firm can develop their capabilities for competitive advantage. This paper explores how SMEs enhance dynamic by entering into relationships. The development process includes increasing focus on Core competency, developing innovation capabilities, market share in existing and/or new markets, and improving its flexibility to face business ecosystem. exploratory case study ten manufacturing from Quebec (Canada) shows contributes with varying degrees of success. It an evolutionary path capability process. Managers understanding enable firms improve challenging eco-system remain high countries (HCC).
