ABSTRACT
This study examines the impact of COVID-19 pandemic on primary and secondary school-age children with disabilities to assess Kenya’s disaster readiness current mitigating measures using UNDRO/UNDP Disaster Management Recovery Program framework. The vulnerability analysis education system in Kenya reveals gaps implementing risk reduction (DRR) programs for youth disabilities. Mismanagement insufficient resources services (i.e., digital infrastructure shortage computer literate educators government inaction corruption) showed extent which has undermined capacity prepare special needs citizenry responsibilities.
