ABSTRACT
This paper reports on the first stage of an international comparative study for project “<em>Digital educational architectures: Open learning resources in distributed infrastructures–EduArc</em>”, funded by German Federal Ministry Education and Research. reviews situation digital (or (O)ER) framed within transformation ten different Higher (HE) systems (Australia, Canada, China, Germany, Japan, South Africa, Korea, Spain, Turkey United States). Following a case approach, we investigated issues related to existence policies, quality assurance mechanisms measures promotion change supporting infrastructure development (O)ER at national level HE countries. The results this mainly documentary research highlight differences similarities, which are largely due variations these countries’ political structure organisation. discussion conclusion point importance understanding each country’s context culture, order understand between them, as well challenges they face.
