Página153Vol 6–Núm 10(Enero–Junio2025)Abstarct The reference budget is essential in the public procurement processes of higher education institutions, as it allows for estimating cost required goods, services, and works, thus ensuring transparency efficiency use resources. This study examines a strategy achieving efficient resources an Ecuadorian university, adopting positivist quantitative approach. Information was collected from 60 participants managerial levels university located Zone 3 Sierra region Ecuador, using questionnaire validated by experts. Multivariate analysis techniques were employed to synthesize explore relationships between variables obtained survey on perceptions institution (HEI). results indicate that, although valued, its utility perceived be low certain sectors, limitations application are identified. To optimize resources, recommended strengthen training policy dissemination, well improve accessibility information processes.
