This article explores the diffusion and adoption of performance-based funding policies using framing theory. Specifically, authors examine role philanthropic foundations policy organizations in generating exporting state contexts. Findings from an analysis publications suggest that analyzed advance a specific narrative, while hindering alternative options. Analysis contexts supports this conclusion, indicating states readily adopt frame advanced by consider few, if any, alternatives.
