A compact broadband phase shifter based on the half-mode substrate-integrated waveguide (HMSIW) is proposed in this letter. The ionospheric conductivity is an important parameter to describe the state of ionosphere. There a certain distribution law with change solar local time, latitudes and altitudes. In addition, some physical factors have direct effects on conductivities.
