We report the first direct observation of oxygen-isotope ((16)O/(18)O) effect on in-plane penetration depth lambda(ab) in a nearly optimally doped YBa(2)Cu(3)O(7-delta) film using novel low-energy muon-spin rotation technique. The anisotropic diffusion coefficient of $^{7}\mathrm{Li}$ in ${\mathrm{Li}}_{3}$N has been measured by the pulsed magnetic-field-gradient method NMR. Activation energy and jump rates obtained for along hexagonal $c$ axis are good agreement with our previous data, thus suggesting that hopping Li ions between inequivalent Li(1) Li(2) sites dominates conductivity axis.
