This report presents two main aspects of the VNIIFTRI Department Metrology for Time and Space functions. First changes in operational activity to maintain national time unit scale. Then results investigation development program improve frequency standard including new generation H-masers, Rb fountain standards, 87Sr neutral atoms an optical lattice standard, transfer techniques based on different technologies such as TWSTFT, fiber, laser ranging.
The article examines the historical experience of preserving territorial integrity state through adoption criminal laws. This is done using example two such attempts in history Russian (by Provisional Government after February Revolution 1917 and during Gorbachev’s perestroika connection with decision union republics Baltic states to gain independence).
