본 연구는 불법 어업 근절에 관한 국제 규범 동향 파악 및 비준국의 항만국조치협정(이하 PSMA) 이행 현황을 조사하여 우리나라의 PSMA가 실행력을 개선할 수 있는 방안을 도출하고자 하였다. PSMA는 2016년 6월에 발효되었고, 2021년 기준 69개국이 PSMA의 당사국으로 참여하고 있다. 우리나라를 비롯한 미국, EU, 호주, 뉴질랜드, 아이슬란드, 캐나다, 태국 등이 동 협정을 비준하였다. 우리나라는 2015년에 가입하여 2016년에 특히, 아이슬란드는 PSMA를 국내법으로 수용하여 협정의 내용을 체계적으로 이행하고 그리고 지역수산관리기구(이하 RFMOs)도 보존조치의 일환으로 당사 국에게 협정 이행을 요구하고 이러한 조치는 더욱 확대될 것으로 보이며, 효과적인 위해서는 당사국 비당사국간의 협력, 국내이행을 위한 제도 정책 개선이 뒷받침 되어야 한다. 이에 현행 체제의 국내 현황과 국제동향을 분석·검토하여 PSMA 연구의 결과는 관련 정책적 개선 방안과 국제적 대응방향을 제시하고자
