Ten notable meteorological drought indices were compared on tracking the effect of streamflow. A 730-month dataset precipitation, temperature and evapotranspiration for 88 catchments in Oregon, USA, representing pristine conditions, was used to compute indices. This letter presents a two-layer cellular architecture which optimizes the handoff blocking probability performance of high-speed moving terminals (HSMT) in congested urban area.
