Reducing global emissions will require a cosmopolitan culture built from detailed attention to conflicting national climate change frames (interpretations) in media discourse. 本稿の目的は,日本における二酸化炭素排出実質ゼロ宣言の波及過程を明らかにし,気候変動政策の転換を引き起こしたメカニズムの一端を解明することである.政策波及研究の知見に基づき,国と自治体の双方向の垂直的な影響,自治体間の水平的な波及過程,国際都市ネットワークからの波及,その他の促進/阻害要因を,日本政府を含む全国的な波及過程研究と神奈川県の事例研究から明らかにする.半構造化インタビューと文献資料調査の結果,まず国際都市ネットワークに繋がる先進的自治体が宣言し,それに注目した国が自治体へ宣言を呼びかけ,宣言自治体の増加が国によるゼロ宣言の一因となり,自治体の宣言がさらに促進されていくという,垂直的波及と水平的波及の連鎖過程が明らかになった.
