This study identified governing state entities charged with the development of a funding formula for community colleges. Analysis data revealed that 40 states utilized formula. Twenty-one had "Higher Education" entity control formula, 5 "Community College" distinct formulas colleges, in 2 fell under "Comprehensive (K-20) entity, and 12 was responsibility statute.
