本論の目的は,各地方の公共事業の担い手である中小建設業者が,災害時のボランティア活動の担い手と連携することにより,CSR(企業の社会的責任)を果たせる可能性があることを,先進事例から検討することである.まず,欧州で生まれたCSRの本来的な定義について確認し,建設業における「社会問題と本業との統合」は何を意味するかについて考察する.次いで,災害ボランティア活動は地元密着型の中小建設業との親和性が高いことを示し,建設業が従来行ってきた「災害協定」に基づく復旧工事の実施による社会貢献だけでなく,災害時の被災地支援活動を行うNPO等支援団体や社会福祉協議会等との積極的な連携により,より直接的に市民の信頼を獲得できる可能性があることを述べる.

わが国では政府開発援助(ODA)等を通じたインフラ整備技術の一層の海外展開が期待されている.一方で,海外展開の推進は建設企業にとって厳しい場合もあることも指摘されており,政府にも建設企業のニーズや見通しに合った的確な支援が求められる.本研究では,わが国の建設企業の海外進出状況を整理した上で,インタビュー調査およびアンケート調査を通じてインフラ建設事業の海外展開に対する建設企業の意識と政府機関等の見解を把握し,今後の政府支援のあり方を検討する.結果として,苦労して海外展開している企業も見られ,企業が負担の少ない形で海外進出できる環境づくりには,各企業が持つ強みを組み合わせて海外事業を受注できる仕組みを確立することが有効である可能性などが示唆された.

道の駅は本来の3つの機能に加え,地域交流の促進としての役割が求められている.近年,道の駅はそれ自体が目的地となるように魅力度を高める傾向にあるが,地域交流の促進の観点からは,利用者が道の駅で情報提供を受け,その後に周辺地域へ立ち寄る周遊行動が重要であると考える.本研究では,道の駅利用後の周遊行動に着目するため,個人トリップの走行軌跡が把握可能であるETC2.0より得た道の駅利用者の周遊行動の軌跡を分析し,周遊行動をしたサンプルの比率を周遊率と定義して,道の駅から周辺への立ち寄りやすさを指標化し,道の駅の立地及び施設特性とのロジスティック回帰分析を行った.分析結果より,道の駅のある市町村内の観光スポットの観光入込客数・数・近さや,飲食店事業所数,電子掲示板が周遊率に影響を与えていることが分かった.

本研究の目的は,災害資料の集合的記憶化に関与するアーカイブコミュニティの拡大である.既存のディジタルアーカイブコンテンツは,資料の掲載をアーカイブコンテンツ内に制限している.そのため,ユーザの資料閲覧の機会を低下させ,アーカイブコミュニティの拡大を妨げていた.そこで,著者らはソーシャルメディアを用いて,資料の共有から伝播に至るユーザアクティビティを活性化させるアーカイブ発信を行った.著者らの提案する発信手法は,アーカイブ資料をソーシャルメディアTwitter内に直接掲載することで,ソーシャルメディアとアーカイブの境をなくし,ユーザ間の情報共有と資料閲覧を同時に行うことを可能にした.実装例による情報伝播について分析した結果,ユーザアクティビティの連鎖的な伝播によって,コミュニティの参加者数は増加し続けていた.このことから,実装例によってアーカイブコミュニティの形成が促されることがわかった.本稿では,実装例の解説を通して著者らのアーカイブの発信手法について述べる.
