We demonstrate that Mn doping in the layered sulfides ${\mathrm{Bi}}_{4}{\mathrm{O}}_{4}{\mathrm{S}}_{3}$ leads to stable ${\text{Bi}}_{4\ensuremath{-}x}{\text{Mn}}_{x}{\text{O}}_{4}{\text{S}}_{3}$ compounds exhibit both long-range ferromagnetism and enhanced superconductivity for $0.075\ensuremath{\le}x\ensuremath{\le}0.15$, with a possible record superconducting transition temperature $({T}_{c})$ $\ensuremath{\sim}15$ K among all ${\mathrm{BiS}}_{2}$-based superconductors. conjecture...
