본 연구는 가계대출 억제 및 기업대출의 증대를 유도하기 위해 국내에서 시행이 예정된 금융규제의 정책효과를 실증적으로 분석하였다. 국내 은행들을 대상으로 금융감독당국에서 계획중인 위험가중치 조정, 예대비율산정방식 변경, 경기대응완충자본의 신설 시행을 가정하여, 해당 효과를 정책 전후로 비교분석하였다. 분석을 통한 주요 연구결과는 다음과 같다. 첫째, 가계대출의 증가가 이루어질 경우 가계대출감소가 증가로 나타나지 않았다. 오히려 위험가중자산의 증가는 은행의 위험회피성향을 높여, 중소기업대출을 축소시키는 것으로 분석되었다. 둘째, 예대비율 산정시 가중치 조정이 시행될 경우에도 마찬가지로 감소가 중소기업대출증가로 이어지지 즉, 예대비율의 산정과정에서의 가중치의 차별적 당초 기대한 정책효과로서 유도하는 데에는 한계가 있었다. 셋째, 신설은 은행으로 하여금 자본확충을 유도함으로써, 위험대출자산인 중소기업대출의 증가를 결과를 보였다. 결론적으로 경기대응완충자본제도외의 정책의 한계점이...
