Abstract Persistent heavy rainfall has a longer duration than short‐duration (SHR), with few studies on its extreme duration. ¿Pseudo congestion¿ phenomenon may happen in heterogeneous networks due to the asymmetry of service resource requirements. A new Call Admission Control (CAC) algorithm based on Inter-Link Load Balance (ILLB) is proposed avoid pseudo congestion as well improve network performance. This aims balance Uplink (UL) load and Downlink (DL) networks. Simulation results show that presented CAC can decrease blocking rate effectively compared with traditional (LB) algorithms.
