We have measured the differential cross section for 50-MeV ${\ensuremath{\pi}}^{+}$ scattering to ground state, ${2}^{+}$ (4.44 MeV) and ${3}^{\ensuremath{-}}$(9.64 of $^{12}\mathrm{C}$. Both elastic data show a minimum at \ensuremath{\sim}65\ifmmode^\circ\else\textdegree\fi{}. Distorted-wave Born-approximation calculations yield excellent agreement with inelastic when entrance exit channels are distorted using phenomenological optical potential which describes data.
