The surface electronic structure of ZnO nanoparticles has been studied with photoemission and x-ray absorption spectroscopies. Contrary to expectation, ZnO:Zn phosphor were found contain a lower oxygen vacancy density on the than undoped counterparts, but vacancies are in different chemical environments.
