The HERSCHEL detector consists of a set scintillating counters, designed to increase the coverage LHCb experiment in high-rapidity regions on either side main spectrometer. new improves capabilities for studies diffractive interactions, most notably Central Exclusive Production. In this paper construction, installation, commissioning, and performance are presented.
