Which public and private policies we deem appropriate to foster volunteering in the interest is determined by our view of motives volunteers basic nature volunteering. This paper examines research results from several disciplines fields conclude that it a mistake as principally altruistic. Rather, argues, essentially an instrumental (though not necessarily selfish) activity, done achieve ends which volunteer finds rewarding. The policy implications this are explored.
