Abstract The effects of surface elasticity and viscoelasticity as well tension on the deformation solids with liquid inclusions are investigated using a finite element (FE) method. Vehicle dispatching plays an important part in improving event reaction ability, saving rescue time and reducing property losses urban traffic emergency systems.
