Mass-energy distributions for fission fragments produced in the reactions $^{18}\mathrm{O} + ^{205}\mathrm{Tl}, ^{209}\mathrm{Bi}$ are studied around Coulomb barrier energies populating $^{223}\mathrm{Ac}$ and $^{227}\mathrm{Pa}$ compound nuclei at excitation ${E}^{*}\phantom{\rule{4pt}{0ex}}\ensuremath{\approx}26--36$ MeV.
