This work provides a theory of the general structure mixed-spin fractional quantum Hall states, which are relevant at low magnetic fields. This, in particular, leads to microscopic description experimetnally observed states \ensuremath{\nu}=2/3, 4) / 3 , and 3/5. Antiparallel-flux-attachement transformation composite fermion plays an important role explaining filling factor range 3/2>\ensuremath{\nu}>1/2.
