本稿は、日本語「まちづくり」の定義の論理構造の解明にむけられています。まず予備作業として、用語の定義に関する論理的議論をおこないます。ついで、都市計画・建築系の4人のまちづくり論者の言説による「まちづくり定義」の論理分析をおこない。それらは、西山夘三、田村明、佐藤滋、澤村明の4氏(6例)です。その結果をうけて、これら多様な「まちづくり定義」を体系的に整理する方法として、定義語に「次元」と「広義・狭義」の概念を導入することによる仮説枠組を提起してむずびとします。

1936年、台湾総督府は内地日本の旧都市計画法(1919:以下、旧法)を母法とした台湾都市計画令を立案した。共通する都市計画技術を基本構造とする旧法と台湾都市計画令を比較することを通して、台湾都市計画令の特徴及び台北市での運用・実施段階での成果を分析することは、日本の都市計画史研究上も大きな意義がある。本研究では、当時内地で発行された資料や現地での調査を基に、第 6次市区計画及び台湾都市計画令を旧法との相違点、その背景・意図等の視点で比較し、台湾都市計画令の特徴を明らかにしている。それらは、 (1) 旧法上の議論を踏まえた制度的先進性、 (2) 伝統・風土の考慮を背景とする特殊性、 (3) 植民地統治による私権の制限を背景とする特殊性にまとめられる。また、内地では郊外地の整備が後追い的になったのに対して、台湾では先行的にコントロールできた点は、内地の失敗の克服という点で最も際立った特徴である。
近年、社区営造(まちづくり)が展開されている台湾においては、まちづくりの人材育成・活動支援システムが整備されつつある。 2002年に台湾全土に8つ設立された「社区営造センター」は、リーダーとなる住民を育成しながら社区(コミュニティー)のまちづくり活動の支援を行う公設民営の新しいシステムである。 2003年には、新たに「県市社造センター」が各県市に設置され始め、「社造センター」は台湾全土に急速に広まっている。本研究では、まず、台湾におけるまちづくりの歴史的展開を整理する。そして、「社造センター」の事例を通して、台湾におけるまちづくりの人材育成・活動支援システムの特徴及び課題を明らかにすることを目的とする。その上で日本のまちづくりへの示唆を行う。日本においてもまちづくりの人材育成・活動支援のあり方は重要な課題であり、相互にまちづくりの経験を学ぶ観点からも意義がある。

都市計画技術の中核に存する「マスタープラン」は、個別のプランや計画決定をコントロールする規範として機能しています。わが国都市計画制度は、下位計画が上位計画へ「適合」することを義務づけることによって、多数のプランが相互に「適合関係」で結ばれた「プラン体系」を規定しています。このような「プランの適合関係」は、マスタープランを真に主導力をもつものとするためには、決定的に重要な論点となっています。本論文の前半では、「プランの適合関係」をめぐって、都市計画法令等における「適合」関係の用語分析をおこない、同法が規定するプラン体系における適合関係を総体的に明らかにします。ついで後半では、これをうけて「プランの適合関係」に関する一般的・理論的な考察を試論として展開します。最後に、それに基づいて、現状のマスタープランのあり方を批判し、また新たな研究課題を提起して結びとします。
