南海トラフ地震に対して効率的な津波対策を促進するため,想定される最大クラスを含む南海トラフ沿いの地震に対する確率論的津波ハザード評価に基づいた確率論的津波リスク評価を試みた.まず,津波対策が優先されるべき地域を特定するため,南海トラフ地震が発生した際に,現況の堤防が浸水被害を防御できる確率(非超過確率)を評価した.次に,この現況堤防の評価をもとに,対象地区として愛媛県宇和島市を選定し,現況と嵩上げの堤防条件で確率論的浸水ハザードマップを試作した.さらに,藤間・樋渡(2013)の方法に基づき,堤防嵩上げによる費用便益分析を実施し,堤防嵩上げの有効性(B/C > 1)を確認した.今後,南海トラフ地震等を対象とした津波対策を推進するため,各自治体において,本研究で提案する浸水リスク評価手法の利活用が期待される.
