采用国际奥林匹克运动政策文本数据, 对国际奥委会《遗产战略方针》框架下的奥运遗产愿景与治理的属性、特征及其体现的国际体育联合会利益取向进行分析。结果显示:奥林匹克运动主要利益相关者通过建构奥运遗产的“灵活性”“广泛性”“持久性”属性, 拓展了奥运遗产愿景的时空维度, 丰富了奥运遗产愿景在内容和对象等层面的多样性。这使得奥运遗产治理成为必然——奥组委及其他奥运遗产开发、管理组织必须以更加多样性的手段, 解决奥运遗产规划和继承过程中的资源配置、权力分配与交接问题。同时, 奥运遗产治理也体现出“治理本地性”“奥组委非管理性”特点。
