4차 산업혁명을 기반으로 하는 첨단기술의 발전과 도심지 내 교통 혼잡을 해결하기 위한 대안으로 UAM이라는 새로운 도심항공교통 수단이 출현하였다. 국내에서도 관련법이 제정 · 공포되었고, 상용화를 준비가 이루어지고 있으나, 안전성과 관련된 입법이 미흡한 실정이다. UAM 상용화에 앞서 안전성 담보를 가장 우선적으로 고려해야 한다는 사실에는 이견이 없을 것이다. 그러나 국내 현행법상 안전기준과 조항이 미비하고 포괄적인 입법으로 인해 세부적인 지침 마련 및 개정이 불가피할 것으로 보인다. 따라서 본고에서는 선제적인 입법을 단행하고 있는 국외의 국가들을 중심으로 국내법과의 비교 검토를 통해 시사점 개선 방안을 제시하였다. 먼저 혼재되어 관련 용어의 정의 개념을 정립한 후 인증 체계를 확립하였다. 또한 법률의 개정안을 제시함으로써 향후 발전에 기여하고자 하였다.
본 연구는 청소년이 학교를 그만두는 복합적, 근본적 사유가 무엇이었는지, 그 과정에서 주변인과 어떤 상호작용을 하였는지 심층적으로 이해하고, 이를 토대로 학업중단 예방 정책에의 시사점을 도출하기 위한 목적을 지닌다. 위해 학교 밖 청소년 10명을 대상으로 질적 사례 연구를 수행하였고, FGI를 통해 자료를 수집하였다. 연구 결과 학업중단의 심층적 사유로서 세 가지 유형이 도출되었다. ‘진로 유형’에서는 고등학교 진학과정에서의 고민, 특성화고등학교 부적응, 전편입학 절차의 어려움의 경험을, ‘학업 대학입시에 대한 부담, 자유로운 시간과 경험 추구를, ‘관계 영역’에서는 친구 및 교사와의 갈등 경험을 생생하게 드러냈다. 주변인 중 특히 상담(교)사와의 상호작용이 보호 역할을 하였으며, 위클래스와 대안교실은 ‘쉼과 완충지’의 공간이라는 의미를 지니고 있었다. 학업중단숙려제를 신청하는 단계에서 이미 자퇴의 결심이 확고한 경우가 많아, 조기대응의 필요성을 시사했다. 결과를 다음과 같이...
