For increasing accuracy rate of landing risk assessment carrier-based aircraft, this article is committed to research on aircraft based mean-variance dynamic multi-attribute decision making. Attribute values are provided in the form triangle fuzzy number. Mean sort acquired by formula possibility degree and order. solving a problem same or similar orders, improved method combines mean variance, analyzing judging, getting alternatives rank. A novel switched-loop filter, which can significantly reduce ripples on voltage controlled oscillator (VCO) control line, is proposed for phase-locked loops (PLL) with an automatic frequency calibration technique.
