본 연구는 특수교육대상유아를 위한 '방과후과정' 운영 실태와 어려움, 지원 요구를 파악하고자 전국 183명의 공립유치원 유아특수교사를 임의표집하여 설문조사를 하였다. 그 결과 첫째, 일반유아의 '방과후과정'은 대부분 명칭을 사용하며 유치원 정교사 자격을 가진 전담교사에 의해 운영되고 있었다. 둘째, 다양한 사용하며, 특수교육대상유아 2명 중 1명만 '방과후과정'에서 통합교육을 받고 셋째, '방과후과정'이 운영되는 3곳 1곳은 전담교사가 없었고, 전담교사의 자격은 교사, 특수학교(유치원) 보육교사 등이었다. 넷째, 특수교육대상유아가 '방과후과정'에 참여하지 못할 경우 유아특수교사들은 '(특수)방과후과정' 개설 방안을 찾으려고 노력하였고, 학부모들 역시 생기길 기다리는 경우가 많았다. 다섯째, 지원인력 부족과 강사 채용 및 관리, 일반 방과후과정 참여 거부로 운영의 어려움이 있었고, 이러한 어려움을 개선하기 방안으로 배치, 전담교사 관리자의 장애인식 개선, 지원금 인상 등을...

북한은 2001년 2월 여성차별철폐협약의 당사국이 되었다. 이후 2002년부터 2015년까지의 유엔여성차별철폐협약 이행 사항을 다룬 제2 · 3 4차 통합보고서를 유엔 여성차별철폐위원회에 2016년에 제출하였으며 그 다음해에 위원회를 통해 검토 및 최종견해를 받았다.<BR> 여성차별철폐협약은 여성인권에 대한 대표적인 조약으로 여성인권과 여성의 삶 전반에서 차별철폐를 요구하는 포괄성을 가질 뿐 만 아니라 여성에 차별이 지속되어 온 분야를 구체적으로 적시했다는 점에서 다른 조약과 구별 된다.<BR> 본 연구에서 북한이 제출한 분석한 결과 여성차별철폐협약이 북한여성인권의 현 상황을 전반적으로 다루고 있지만 여성차별철폐위원회가 북한 여성인권 상황이 열악할 수밖에 없는 근본적 요인들을 간과하고 있음을 알 수 있었다. 요인으로는 오랫동안 고수해오던 사회주의 국가건설을 위한 권위주의와 가부장주의, 주체형 선군전략과 인권의 관계, 국가차원의 성분별 차별시스템이라는 특수성이 해당된다.<BR>...
