In this paper, we analyze the incentives of an incumbent and entrant to migrate from "old" technology a "new" technology, discuss how terms wholesale access affect migration. We show that higher charge on legacy network pushes firm invest more, but has ambiguous effect incumbent's investments, due two conflicting effects: revenue effect, business migration effect. If both old new infrastructures are subject ex-ante regulation, also find charges positively correlated.
