In this paper, we establish $Z$-eigenvalue inclusion theorems for general tensors, which reveal some crucial differences between $Z$-eigenvalues and $H$-eigenvalues. As an application, obtain upper bounds the largest of a weakly symmetric nonnegative tensor, are sharper than existing bounds.
