이 연구는 커먼즈적 관점에서 정책거버넌스가 잘 이행되고 있는지를 알아보기 위한 목적으로수행되었다. 이를 위해, 커먼즈 이론 중 엘리너 오스트롬의 이론과 좌파적 관점을 중심으로 서울시 청년정책네트워크와 시민참여예산제를 대상으로 분석하였다. 분석결과, 주도적인 시민의 참여와 투표와 같은 이행은 이뤄지고 있으며, 개선의 노력이 지속적으로 있음을 알수 있었다. 하지만, 다양한 의견 수렴 방법이나 협력적 거버넌스로의 발전과 개선점도 요구되었다. 구체적으로, 청년정책네트워크의 경우 내부 구성원 외의 청년들의 의견을 수렴할 수 있는 다양한플랫폼 구축 필요성이 나타났으며, 시민참여제의 협력적이고 호혜적인 거버넌스로 발전할필요성이 나타났다. 본 연구의 결과는 정책 거버넌스가 공통재에 대한 분배 논의에 역할을 하기 위해서는 다수의 관계 구축이 중요하다는 것을 의미한다. 또한, 거버넌스의 실질적인 적용을 향후 거버넌스 커먼즈(G-Commons)의 이론적 확립과 적용의 필요성을시사한다.
