ASEAN各国において,低炭素交通政策に関する長期行動計画の実施により削減されるCO2排出量を評価するためのツールを開発した.このツールは,ASEAN各国における長期行動計画提案を目的とした研究プロジェクトの一環として開発したものであるが,将来的には現地の行政官・研究者等に提供し,独自の長期行動計画を構築するために活用されることを想定して,開発を行った. ツールには,車両の燃費や各種燃費の排出係数等の各種データの他,複数の政策パッケージとそれらの導入効果がプリセットとして格納されており,ユーザーは自国に適した政策パッケージを選択し,その導入開始年や導入効果が最大になるまでの期間を選択することで,容易にCO2排出量削減効果を評価することが可能である.

本研究は、鉄軌道線廃止後の代替交通網整備の検討方法について示唆を得ることを目的としている。2006年10月に廃止となった桃花台新交通桃花台線(愛知県小牧市)を対象として、その廃線前後の沿線における交通利便性変化を、土地利用を考慮した評価が可能なポテンシャル型アクセシビリティ指標を用いて評価した。その結果、代替公共交通網により名古屋市方面への交通利便性は維持されているものの、小牧市内へのそれは大きく低下していることが明らかとなった。この結果と、独自に実施した廃止に伴う住民の交通行動変化に関するアンケート調査結果とを比較したところ、おおむね合致していることがわかった。このことから、鉄軌道廃止後の公共交通網検討のための評価指標として、アクセシビリティ指標を用いることが可能であると考えられる。
