In this paper, we present a metal-only transmission metasurface adopting dual-layer elements with I-shaped grooves etched on each layer, which is designed for orbital angular momentum (OAM) generation. The special arrangement of the results in wider phase compensation range, and by varying length grooves, full 360° coverage amplitude more than −2 dB can be achieved at 10 GHz. In this communication, a dual-band, orthogonal polarization transmission metasurface antenna operating at 6.5 GHz and 9.5 is proposed.
