We outline the physics opportunities provided by Electron Ion Collider (EIC). These include study of parton structure nucleon and nuclei, onset gluon saturation, production jets heavy flavor, hadron spectroscopy tests fundamental symmetries. review present status future challenges in EIC theory that have to be addressed order realize this ambitious impactful program, including how engage a diverse inclusive workforce. In address these many-fold challenges, we propose coordinated effort involving groups with differing expertise is needed. discuss scientific goals scope such an Theory Alliance.
